I take it you're heading for the Predator L, and not really the regular Predator. Anyway, you require the Armax License for it; you can purchase it from Expát in the marketplaces on the Upper Markets when you hit degree 36. For Colossus armor, you need the Kassa Fabrication licence which can be bought from thé C-Sec Requisitions Officer once you strike degree 36.
The issue with actually obtaining these units of armor can be that all Ioot in the game, even retailers, is usually randomised. It all comes straight down to the luck of the pull. Evidently, if you travel from an unchartered planet to Noveria or Feros, proceed lower to the requisitons police officer and conserve before talking to him, the stuff he bears will change every time you reload. I haven't tried it, but it's worth a shot.

Predator X Armor is a product of the Armax Arsenal company. Although it has an average damage protection, it's shield protection is the best in the game. It's available for Humans in Light, Medium and Heavy variations. It's also available for Krogans and Turians. Predator L/M/H Armor is manufactured by Armax Arsenal and comes in human, turian, and krogan models. Shepard can procure the armory license for Armax Arsenal from Expat, the volus merchant in the Wards' market district.
